How to Start a Travel Agency: An Operations-First Plan

A small agency becomes real when one clear customer can move through inquiry, proposal, authorization, booking, support, reconciliation, and follow-up without the process breaking.

The short answer

Choose a narrow customer and trip type, decide between employment, a host relationship, or full independence, select a business structure, verify registration and seller-of-travel obligations, map the client-money flow, then test one complete booking workflow. Buy software only after the workflow exposes a repeated need.

Build in dependency order

Choose a market narrow enough to operate

A market is not “people who travel.” Define the traveler, trip, reason to choose you, average complexity, and situations you will decline. This controls which knowledge and supplier relationships deserve attention first.

Interview prospects before building. Listen for existing workarounds, costly mistakes, decision anxiety, service expectations, and the point where they would pay for help.

Create the business shell around the model

The SBA notes that structure affects liability, taxes, paperwork, and registration. Choose it before state registration, and get qualified advice when the liability or tax tradeoff is material.

Register the entity or name where required, obtain an EIN directly from the IRS when needed, open appropriate accounts, and verify state or local permits plus seller-of-travel rules. Do not pay a third party merely to obtain a free EIN.

Prove the full client loop before scaling

Write the stages from lead to post-trip. For each stage, define the input, client promise, required record, handoff, deadline, and failure response. Then run a practice file with realistic changes and a cancellation.

After several real cases, identify the bottleneck. That evidence should decide whether you need CRM automation, itinerary tooling, commission tracking, accounting integration, or simply a better template.

Your action plan

  1. Choose one customer and trip type.
  2. Compare host and independent economics and responsibilities.
  3. Form and register the business in the right order.
  4. Map client funds, supplier payments, refunds, and commissions.
  5. Test one booking plus one disruption before adding volume.
